Headquartered in Hamburg, Germany, the Council is a non-profit foundation that researches fair and just legislation and advises policy-makers across the globe. The WFC has laid out programs in six different areas: future justice, climate and energy, sustainable ecosystems, sustainable economies, just societies, and peace and disarmament.

Frances is one of 48 individuals that make up the Council. These Councilors come from five continents, various backgrounds and experiences, and include politicians, artists, activists, scientists, academics, and writers—just to name a few. The organization also has ten Honorary Councilors, including Jane Goodall and the late Dr. Wangari Maathai.
